Is all hardware included to swap barrels? Does the manual include instructions for swapping the 300 blackout barrel?

Yes, the Diamondback DB15 Combo in 5.56 NATO & .300 Blackout does include all the necessary hardware for swapping between calibers—you get two complete upper assemblies (one for each caliber), plus the lower receiver, buffer tube, stock, bolt carrier group, and charging handle.
The owner’s manual outlines how to do a basic take-down (separating upper and lower), but it does not provide step-by-step instructions for switching barrels or calibers. You can find the manual on Diamondback’s website under the DB15 section
